Since it's a low cost entry kit, all you need to start with is an Arduino, a soldering setup (basically a soldering iron, a shear cutters and obviously solder) and you're all set. Jimmie has done a detailled how-to make the heart for beginners. The very cool thing is you can use different flavoured arduino boards, from Deicimilia to Boarduino, including Lilypad and much more. This way, your prototype can remain independent or be included in a larger project, within a clothes, belt or hat for exemple.

You can store up to 1,000 frames of animation(with an Atmega328), which could lead to some very complex animations. An Arduino can run up to three of these at once, as well as take input, so you really can do some fun projects with it.

Don't be afraid by the programming part, since Jimmie developped a flash based user friendly graphical interface you can use to make all the animation you want from your browser.
